The company PM Expert, member of the group “Armada”, implemented the project of building a corporate system of project management (IPM) in the Department of Information Technology (DIT) OAO “Moscow City Telephone Network” (MGTS). The introduction of IPM allowed to regulate and automate activities MGTS units annually conducting some 50 different types of projects implementing software and hardware-software systems.
Among the objectives of a project aimed at increasing the level of maturity of project management, leadership DIT were identified: the introduction of project management in the daily practice of units, develop legal and methodological basis for the work of project managers and project teams; automation planning processes and monitoring of the implementation of individual projects; formation electronic archiving of the entire project documentation DIT.
To achieve the objectives of the client company PM Expert was invited to introduce IPM, which takes into account the specifics of IT projects DIT, as well as could be further extended to the activities of other units MGTS.
The project of constructing IPM has been divided into several stages: survey DIT project activities, a formal assessment of the maturity of project management, development of recommendations for optimizing project management for the short (1-1,5 years) and long (3 years) perspective; survey of one of the key projects held in DIT, the draft risk assessment and develop recommendations to reduce risk, develop legal and methodological bases on project management throughout the company, defining basic principles and steps in project management, development of legal and methodological bases on project management in DIT, which includes a detailed description processes and templates used; regulate the activities of the project office in DIT - the development of the project committee and the project office, job descriptions project office staff; introduction in the DIT project management information system (ISUP), based on Microsoft Project Server 2003 (collection and analysis requirements ISUP, configuring software development user documentation, testing ISUP).
The project specialists PM Expert was established verhneurovnevaya MGTS project management methodology, which determines the basic principles of project management role, the order interaction, the boundaries of responsibility and authority, as well as assessing the success of projects and motivation of project participants.
The methodology of project management, developed specifically for DIT and takes into account the specifics of IT management projects, including a role model in DIT project management, project life-cycle model, describing the processes of project management, as well as patterns of project documentation. All methods and principles of project management, as reflected in the final version of the methodology had been developed during the implementation of one of the key projects underway in DIT.
Upon completion of all phases of the project of constructing IPM, held for 5 months, the company PM Expert was conducted training DIT principles and techniques of project management in accordance with the documents.
Construction of IPM allowed MGTS improve the maintainability of projects to strengthen quality control, timing and budget projects. Introduced elements IPM steel tools for proper and effective management of projects.
