The concept of law on the Internet came to the State Duma. Its author has coined as the whitewash of Internet commerce: to introduce the mandatory publication of information regarding the ownership of online shops. 
Today, a working group of the State Duma Committee on informpolitike consider the concept of law on the Internet, prepared by the Director of the International Research Institute Astamurom Tedeevym. About «Vedomosti» told himself Tedeev party working group and deputy Robert Schlegel. 
According to the concept of the whole Internet is divided into two areas: humanitarian (exchange of letters, non-profit projects, media) and the electronic economy. The first is recommended to provide maximum freedom, said Tedeev, and the second should be governed by a par with ordinary commercial companies. The main criterion for inclusion of the company to the first or second type – the purpose of making profits on the Internet. In doing so, earning on internet advertising in the framework of this concept does not apply to economic activities, Schlegel explained. 
Commercial of the author proposes to accept electronic payment systems and internet shops. This paper recommends that companies fully disclose information that is published on the site yurlitsa name, address, and TIN. This will allow companies to challenge by the online transaction in the courts and clients may find it easier to bring claims to buy the product, explains Tedeyev. 
Not less than one third of Internet stores published on the web only a telephone and e-mail, said predpravleniya KonfOP Dmitri Yanin, and return the goods to a shop it is very difficult. There is still a problem of personal data (such as credit card numbers) that customers leave in the database stores. But the publication of information on the site shop does not solve the problem, there must be oversight by the state, I’m sure Yanin.

Lack of customers to Internet shopping – a big problem, admits co-owner of the holding eHouse (Stores Bolero) Vladislav Ulendeev. So the publication of the registration data would be beneficial. The next step in his opinion, should be the registration of Internet shops in the state bodies in the location of the yurlitsa (as for normal business), and possibly licensing. 
A director of «Yandex» (owns payment system «Shopping») Legal Ekaterina Fadeeva sees no need for a separate law on the Internet – enough to improve the current legislation. The law required at least to determine what the Internet does not agree Shlegel, then you can change other laws.
